THE CHALLENGE AND OUR PROPOSITION
Government technology decisions are made with fragmented evidence: capability maps, sizing estimates, supplier fit and procurement records typically live in different systems, owned by different teams, updated on different schedules. Government as a Service is a set of components -- built once in the UK -- that make each of those evidence types inspectable, machine-discoverable and purchasable per request rather than commissioned as one-off consulting.
These components are the pilot context for a Sovereign AI R&D Procurement Scheme Challenge 4 (Safe AI Agent Adoption) bid: public-sector procurement of AI agent services, with a verifiable ledger of what was bought, from whom, on what evidence, and what controls applied. They are not themselves a bid against a challenge that does not exist in the current scheme.
TECHNICAL APPROACH AND EVIDENCE
Each live component (right) is a real, working page or x402 service today, not a mockup. Pilot and proposed components extend the same evidence-led, fail-closed design already used across the platform: missing evidence is reported as unavailable rather than estimated, and every conclusion carries provenance. DELIVERY PLAN
Live components ship and iterate now. The procurement ledger (pilot) and Agent Risk Ledger (proposed) are sequenced after the Government domain's foundational pages, per the published restructure backlog. No component moves from proposed to pilot, or pilot to live, without evidence of real use.
RISKS
Technical: components are deliberately kept independent -- a change to one cannot silently change another's output. Regulatory and privacy: no non-public operational or personal data is used without a separately reviewed security, privacy, access-control and retention model. Commercial: maturity labels are mandatory and reviewed before publication, so a component's status is never overstated.
IMPACT AND COMMERCIAL VIABILITY
UK economic value: these are UK-built components, exportable to other governments once proven domestically. Value for money: functional sizing and the capability graph already give public buyers independent, technology-neutral evidence for cost and delivery-risk decisions. No government customer, pilot or endorsement is claimed beyond what is stated on this page.
